Aims and Objectives The Aim of this research is to determine whether or not the current economic recession has affected companies decisions to outsource. It is important to decipher whether or not companies have increased their usage of outsourcing as a direct result of the recession or whether the increase or decrease in outsourcing is due to other factors. The Aim of this research shall be applied in relation to Northern Ireland companies and build a general consensus that Northern Ireland based companies during this time of economic pressure are increasing their outsourcing. Based on this there shall be three objectives of the research. These shall be; To determine companies have increased their outsourcing during the unstable economic climate. To determine that this increase is due to the unstable economic climate; and To determine the relation of outsourcing and the unstable economic climate to Northern Ireland Companies. Importance of the Research In todays volatile and largely unstable economic climate, it is important to note that the recession as it is referred to affects not just large corporations such as banks and multinationals, but ordinary people living in an everyday environment. The state of the economy affects the modest corner shop consumer right to the small to medium sized business entrepreneur. The word recession has become a word synonymous in everyday language. It is due to this that it can be seen to be important that research is carried out to determine exactly how this has impacted the behavioural patterns of people, businesses and theories. This research is important, and more so relevant, to today than ever before with many companies being forced to cut costs and overheads, and inevitably, manpower, as they try to stem the tide of financial loss. The term Outsourcing is subcontracting a service to a third party and the decision to employ this concept is based upon the companies hopes to achieving a higher margin of profit by lowering their running costs. Lankford et al 1999 defines it as the procurement of products or services from sources that are external to the organisation It is believed today that firms should aggressively adopt the practice and the practice is almost becoming a given, and consultants presentations talk of a revolution in outsourcing. The academic literature on the subject has grown in kind. (Lonsdale and Cox, 2000) Outsourcing for businesses has been an integral part of a well oiled operating system for many years. It came to the fore in the 1980s and has since been used in business lexicon, and it is today in the midst of the economic downturn that it has been a vanguard of companies value systems. Few management practices have attracted as much attention as outsourcing is enjoying at the present time (Lonsdale Cox, 2000) The idea of a subcontracting deal to make the most of time and money in the depths of economic downturn would seem like a perfect opportunity to cut the cost of overheads and use resources efficiently. Faith (2009, p.36) agrees, stating As the recession persists, managements are enforcing stricter budgets. All departments are reviewing their processes to find ways to reduce costs and save money. Outsourcing is an area where companies can limit expenditure Research into the recession and its effect on outsourcing has never been more important than it is today, and while companies cannot predict when the recession is going to end, and with the increasing uncertain future and the possibility of more volatility, research into this area of business practice is vital. In a historical sense, the United Kingdom has experienced the onslaught of a recession before. The last recession struck in the 1980s, and this is where companies found the advantages of using outsourcing during a period of economic downturn (Charsley, 1986) Within Northern Ireland, research into the recession linked with outsourcing within Northern Irish companies has been under researched and indeed very little work has been published. So while periods of boom and bust continue throughout the decades in the worlds economy, research into aspects of the need of cost cutting exercises through outsourcing remain essential. There have been many research papers in the area of outsourcing and the implementation of such a business rationale, as there has been in the area of recession, however the development of one in relation to the other has only been lightly touched on, and this is one of the main reasons for the importance of research into this common area, and hopefully add to academic debate. Critical Literature Review A review of literature published suggests that the recession has caused many firms to reshape and refocus their energies into cost cutting exercises, and one of these comes in the form of outsourcing. The literature suggests that there are pros and cons of such an exercise, and that there may be a negative impact of such an implementation. This research is set to highlight the benefits of outsourcing as a key business tool, especially in a period of economic downturn and that it has increased during recent times in this period of economic instability. Past recessions have changed the way businesses operate and the ability to outsource entire departments have compounded this change. Industrial organisations in the late 1980s and early 1990s experienced a turbulent environment brought about by an increase in internationalisation and a downturn in the economy (Tucci et al, 1997) As a result of cost-cutting efforts during this period, many companies are opting to go the outsourcing route to cover either routine and/or non-core work. (Charsley, 1987) This proposal by Charsley would back up the research to determine that the increase in outsourcing is due to the unstable economic climate. The disintegration, outsourcing and off-shoring of manufacturing and other non-core functions have been seen as irresistible trends (Shi and Gregory, 2003, 2005; Sturgeon, 2002; Arnold, 2000) Outsourcing and the recession appear to come hand in hand when a business is restructuring to save costs. The advantages of such a restructuring and outsourcing during a recession have been highlighted in Joanna Faiths article in Outsourcing becomes luxury in recession where she states that the advantage of outsourcing rather than hiring internal resources is that if the state of the company declines, there is no need to make redundancies This helps stave the negative consequences of firing staff and leaving the workforce unsettled, while saving the companys reputation within the market. Mukesh Butani from BMR Advisors in India believes that If you outsource you can just terminate or alter the contract in seasons of peak and downturn however Graham Beck of PA Consulting stated that many firms who were involved in multi-sourcing were unaware of the risks. These include the integration of all the suppliers after the multi-sourcing, despite admitting that multi-sourcing would drive down costs. (Financial Management, 2009, p.7) PA Consultings outsourcing survey found that with the result of the recession firms are re-evaluating their outsourcing contracts or in effect outsource more elements of their firm. Research has also found that Human Resource chiefs have lost control over making outsourcing decisions, as finance directors and chief executives look to rein in costs during the recession (Logan 2009) In January 2009, a study by outsourcing firm Ceridian found that 20% of two hundred and fifty senior Human Resource professionals had the ultimate say in outsourcing recruitment, payroll and benefits for their organisation. Thirty one percent (31%) of the decision making went to the CEOs. Steve Joyce of Ceridian (2009) stated that The credit crunch has left no business function untouched, and it is clear in some organisations now that HR directors are not masters of their own strategy. Barker (2009) believes that In a recession, sometimes it is not possible to take a long-term perspective, especially where firms are really facing an emergency, and it becomes a matter of survival to cut costs wherever they can Charsley, 1987, states the opportunities brought about by outsourcing are several Charsley saw these as, firstly, management could balance the work force with the load, since contracted employees and can be brought on board or dismissed This could be done without the headaches generally involved in changing permanent staff levels. He also identified that management can focus on core work and more easily determine actual cost to the organization provided by non-core support units. In his book, Management Consultancy-A Cost Effective Resource Charsley states The ability to determine costs and allocate them across different parts of the organisation also allow management to consider new structural forms that might enhance the firms overall competitive position However in an interview of 1,000 firms all around the world about their experiences with outsourcing, also by the PA Consulting Group, the results show that the most common outcome was a fairly neutral one. As a result of the cost-benefit analysis comparing contract labour to company personnel, many managers were and are becoming more willing to opt for the contractor through outsourcing contracts because of the total cost of continuing the relationship with the company employee To summarise, there has been very little research conducted to verify whether or not within Northern Ireland the recession has had a direct impact on the decision of companies to outsource more of their business. By conducting further research into this field the purpose of this investigation is to shed more light on the topic as it is of high significance in this turbulent economic climate. Many authors agree that outsourcing is an integral part of the business acumen. The shaping and refocus of business objectives because of the recession has led to this. However there a handful of experts who believe that outsourcing has led to the relationship between the company and employee being stretched. Proposed Methodology The study being undertaken can be described as an exploratory research study. The research aims to find and explain the relationships between the outsourcing and the recession amongst companies in Northern Ireland. The research aims to assess the phenomena of companies outsourcing to cut their overheads and to maximise profit in the time of high economic uncertainty, and to find out what is happening; to seek new insights; to ask questions and to assess phenomena in a new light (Robson, 2002 taken from Saunders, 2007) This research project is set to explore data and develop theories from which will directly relate to previous literature. This is an inductive approach. The use of primary sources for the purpose of this research is decided on the fact that the researcher can focus on specific issues and have a higher level of control over how the information is collected and used. The research can be implemented on a strict timescale. A survey strategy shall be implemented in-order to meet the aims and objectives of the research. Survey strategies are popular in business and management research and are frequently used to answer questions raised by previous research. The benefits of a survey strategy are that they allow a large amount of data to be collected from a large population in an economical way. Survey data is also seen as straightforward to comprehend and illustrate. To conduct this survey, questionnaires shall be drawn up and sent to companies based around Northern Ireland. In social research, questionnaires are one of the most widely used in data collection. For the questionnaires a sample shall be selected from the wider population. The population in this case is all the registered companies in Northern Ireland. Because it is not feasible to send questionnaires to all the companies in Northern Ireland, for the purpose of the research, an appropriate sampling frame shall be drawn up. This is a complete list of all the cases from which the sample shall be made from. The sampling base shall be unbiased, current and accurate. Upon collaborating a suitable sampling frame the next stage of the process will be to decide how many (the sample size) and the method by which the companies shall be chosen. Large sample sizes can be sought without the burden of major costs, and produces quantifiable data. In this instance, systematic sampling shall be used. The reason behind this is it works well with either a small or large number of cases. It is also suitable for geographically dispersed cases. Actual lists are not always needed either. The relative costs are low and is relatively easy to explain. The next stage of the research having identified the method by which the data shall be collected, the sample and the sampling technique is to decide upon the technique of data collection. For this research it is proposed to collect the data via postal questionnaire. This is decided upon the characteristics of the respondents and the size of the sample. Having designed the questionnaire the next step is piloting. The purpose of piloting the questionnaire is to refine it so that the respondents have no ambiguity as so how to answer the questions and the questionnaire exhibits face validity thus ensures accurate feedback of results. In addition to this it shall provide some form of validity to the questionnaire and the results. Reliability of the results is the main aim here. Initially to pilot the questionnaire, a group of experts in the field of which the questionnaire is to given to, should be asked to complete it. Allowing suggestions to improve the questionnaire would further enhance the content of the questionnaire. Upon completion of the pilot, the necessary adjustments can be made. The pilot should also ensure that the structure of the questions is correct and there is an established flow allowing an easier understanding of what is being asked. For the purpose of this research it would be suggested that ten pilot questionnaire s be distributed amongst a field of experts to ensure that any trace of ambiguity or misinterpretation be eliminated before the actual questionnaires are distributed. The responses of the questionnaire will provide an idea of reliability and sustainability. It is good research practice to follow through with a pilot of the questionnaire. The final stage is administering the questionnaire. Attempts must be made to maximise the response rate. In order to do this, factors such as appearance, type of delivery and incentives, should be considered. In order to achieve the aims and objectives of this research, the key data collection method employed shall be interviews. For the purpose of the research the key figures to be interviewed shall be managers from the Human Resource (HR) departments. Reasons for this are that evidence from prior research suggests that it is this department who are in charge of outsourcing despite Logan, (2007) suggesting that many companies are taking this responsibility away from the HR departments. To conduct the interview for the purpose of the research a semi-structured interview shall be implemented as opposed to a fully structured one. The drawbacks of the fully structured interviews in research like this are the fact that the answers that may be given could be irrelevant, providing little or no use to the research, the questions are normally closed and thus does not allow freedom to operate outside the constraints of the questions and removes the interviewers ability to back track and highlight certain topic areas. As questionnaires shall be produced and sent out to various companies, the need for a structured interview is further outweighed as fully structured interviews are broadly similar to structured questionnaires. To complete the semi structured interview the main areas of the research to be covered shall be worked out in advance so the overall focus of the interview can be guided by the researcher. The advantage of using the interview situation is that the response rate can tent to be higher than perhaps if requesting information in a non face to face environment. The ability to judge the seriousness of the answers can be helpful in interpretation as well as noting body language. The planned sequence of questions may change during the semi structured questionnaire. This is a huge advantage, as a number of topic areas may covered simultaneously and the interviewee may revert back to a question to be covered in more detail. The naturalism of conversation can take effect and allow the interviewee peace of mind. Before the interview takes place, the interviewee shall be asked whether or not it is possible to ask for the interview to be recorded for further evaluation. This would be an advantage as the flow of the interview shall not be disturbed. In-order to gain access to the HR department within the companies, adequate time shall be allowed to let the organisations allow feedback, and the proceeding follow up contact. A clear account of purpose shall be given to the company. This should clear all concerns regarding credibility. The gatekeeper is the sole source through which contact should be made to gain access to the interviewee. This is done to ensure feasibility of the actual interview. The analysis of the semi structured interviews shall take the form of transcribing the conversations and from that withdrawing key themes and concepts which may help with the implantation of the research objectives. This is known as grounded theory approach, a widely used method for generating a theory from research. The data derived from this research method shall be qualitative data, and shall emerge from the data collected rather than being imposed. Having completed the transcriptions of the interviews, and the keys themes of note are recognised, the information must then be transformed into a form of quantifiable data which allows easier understanding. This involves coding. The data is split into segments which are relevant and meaningful to the overall research and the aims and objectives. The purpose of this is to highlight any trends which may appear from the qualitative data and add weight to what the research is investigating in a statistical manner. As more data is analysed the codes may change. The program used to carry out statistical analysis is SPSS. Time Scale The research shall commence on January 11th 2010 and will be collated over the course of the following fourteen weeks. It shall conclude on April 16th 2010. Here is a detailed plan of the timescale of each proposed stage of research. Before Europeans had ever set foot on North America the continent was a vast land made up of various Native American nations that had their own distinct cultures, history and social hierarchies. The Natives here possessed all of the aspects that human beings all over the world incorporated into their societies. They had social structures, trade routes and relationships between various Native groups and were by no means a cluster of heathens waiting to be discovered by white Europeans who would come to claim the land they have lived on for thousands of years. Upon their arrival on the continent that was often tagged as The New World the three prevalent European countries that established colonies in North America England, France and Spain each took fundamentally different approaches to establishing their colonies and forming relationships with the native inhabitants. There were many various reasons for why each European country chose to participate in the colonization and their affair s with Indians in the ways they had. The country itself and the goals it had set for establishing settlements in the New World along with the location of the settlement and the Indians that they would be confronting as a result of their settlement are all interesting aspects that play vital roles in why each colonial society differed from one another in the 16th and 17th centuries. The Spanish in the New World landed their ships and set up Catholic monasteries in Florida as well as the area now known as New Mexico. The Spanish who have had a long history of coexisting in Spain with the Mores brought some of their conventional diplomacy with them when they attempted to establish permanent settlements in the New World. Although a large portion of Spain's reasoning behind occupying land in the New World was the conversion of Native Americans as well as gaining gold, wealth and power just like the Conquistadors had done in the past from conquering the Aztecs. Spain brought a sort of diplomacy with them when they tried to coexist their culture and peoples with that of the native inhabitants of Florida. Assessment for learning In classrooms where assessment for learning is practiced, students are encouraged to be more active in their learning and associated assessment. The ultimate purpose of assessment for learning is to create self-regulated learners who can leave school able and con? dent to continue learning throughout their lives. Teachers need to know at the outset of a unit of study where their students are in terms of their learning and then continually check on how they are progressing through strengthening the feedback they get from their learners. Students are guided on  what they are expected to learn and what quality work looks like. As the unit progresses, the teacher and student work together to assess the student’s knowledge, what she or he needs to learn to improve and extend this knowledge, and how the student can best get to that point (formative assessment). Assessment for learning occurs at all stages of the learning process. Assessment for learning Comprises two phases—initial or diagnostic assessment and formative assessment  Diagnostic Assessment- This set of diagnostic assessment materials for literacy, language and numeracy (Entry 1 to Level 2) was a national development in 2002. Included are materials for assessing learners on the pre-entry curriculum framework (Milestones 4-8) and materials for assessing the need for support for dyslexia. Diagnostic assessment helps to identify speci? c learning strengths and needs, and usually follows an initial assessment at the beginning of a learning programmer, where there is an indication of the need for further, more detailed assessment. It is related to speci? c skills needed for tasks. The diagnostic information can be included in the learner’s ILP. It is recommended that diagnostic assessment is conducted by specialist teachers of literacy, language or numeracy. Formative assessment -including diagnostic testing is a range of formal and informal assessment procedures conducted by teachers during the learning process in order to modify teaching and learning activities to improve student attainment. From the use of colours, the image of the building architecture does not show natural colours but with the application of additional artificial light. The colour mix is especially difficult for a colour-blind person to judge. The side show displays the use of a dominant colour being black or probably dark blue. This is an impression of darkness from the background, and it makes a reader think that some features are hidden. Bayden Goddard Design shows one of the designs with skyscrapers on the background. It creates an impression of the back of a modern building. The back is a traditional structure that does not match the sophisticated view of the former picture. The colour grey here displays an old and worn out construction whose colour has probably faded away. The colours are not consistent in the various designs. For example, comparing a single feature such as the sky, shows different results, some are too dark, almost becoming black, while others are extremely too light, alm ost white (McCartney 23). Second Critique: Perspective The perspectives of the building in some of the pictures are difficult to analyse, owing to their tilted nature. It is difficult to make an accurate estimation of the dimensions of the construction from the angles of viewing. A viewer can easily think that the building is under demolition or under new development. From the perspective, a viewer cannot approximate the distances, or even identify the side that is longer than the other. He or she can not estimate the height of the building with accurate precision. A good architectural design should be able to present dimensions in a simple way with easily recognizable dimensions for the viewer to identify from the view the length, the width and the height of the construction. The tilt also cheats the eye about the exact shape of the construction, whether it is a cuboidal shape or a pyramid construction. Third Critique: Proportion One of the shows of the building shows the building of two storeys, comparing very closely to the tallest towers in the city centre. That riots happened had proven the Malaysian racial issues and stability had fragile. The formation of Rukun Negara are one of the method to overcome the racial issues between different races in Malaysia after the May 13th incidents has happened which involved hundreds of people are death in that particular incident. It happened when after election at year 1969 where Parti Tindakan Rakyat (DAP) dan Gerakan get a very good respond from the result of the election. Procession was held by them purpose for incident of one youth Chinese was killed in battle with policemen before the election was held. UMNO was felt be challenged of the result of the election although them still win the majority seats in parliament. Datuk Harun Idris led the riots happened. Purpose of this provocative procession happened was to set fire to the spirit of nationalism of every races in Malaysia. This riots happened until the police force was unable to control the situation. Army force had to be called to help police force to control the situations. Very good example are referring to Bersih Campaign. It is one of the democracy way for Malaysian citizens to voice out their dissatisfied with the wrong doing in past elections. The last principle has enabled all the citizens to build up better or superior personality which consist good moral and behavior. The superior of personality are the important elements of the development of the country. It also able to avoid any riots happened within the country among the different race. In opposite, it able to create harmony among the race for helping each other, complement each other which gave a fast lane for a country to become developed country. In my opinion, national principles have its importance and it have affect the Malaysian society to get united even better compared with time at post- independent. In today, we can see everyone can have different races of friend in their life. The freedom of Malaysian citizen to practice their cultural and rituals without anyone restrictions are amazing, it has attracted the different country tourists just to come and visit the Malaysia for experiencing this multiracial cultural in Malaysia. In today, we able to see even we from different races but they really help each other when we have difficulty in some situations. My personal experience, when there are a accidents occurs, i can see the Malays and Indians come and help out each other. But, we still can see some group of people which have power in political and position which seen Rukun Negara as nothing. Here, i not wish to refer anyone in Malaysia, but we commonly know what is actually happened in our country. We still can see many corruptions happened around the country, which the Malaysia Anti-Corruption Commission cannot do anything on it because the excessive power involve which can overwrite everything and manage run away from judgments including legislative. It also born good personality of the citizens, which love their everything in their home country. In Robert Merton theory of Deviance typology, there are five elements. There are conformity, innovation, ritualism, retreatism and rebellion. Basically, he explain about deviants behavior becomes crime when the crime too disruptive and uncontrollable through informal sanctions. All forms of deviance are related with crime. (Tepperman Curtis, J., 2006) Conformity are refer to achieved of societal goals by social s means which both of them are accepted by society. Innovation is the attaining goals by using unacceptable way by the society. Innovators always think and take of creative ways to achieve their goals, which the creative ways are not accept by society at most of the times. Meanwhile, Ritualism is the means accepted by society but the loss of the goals. Although they has rejected the goals, but they still continue the means. Retreatism is the rejection of both the goals and means. They often find a way to escape from goals and means. Rebellion are same meaning with retreatism but they are with new goals and new means. Merton defined innovation and ritualism are the pure cases, it is because both cases there is a discontinue to implied and pursue between goals and means. (Tepperman Curtis, J., 2006) Based on Malaysia statistics related with crime and law, there are fourteen type of crimes. In concern of increase number of crimes are violent crimes, property crimes, commercial and serial commercial code crimes. Violent crimes are included case of murder, rape, fire armed gang robbery, gang robbery without firearms. Property crimes covered stealing of truck/van, car, snatch thefts and burglary. Commercial crimes covered those trick in business deal, criminal breach of trust, the fraudulent misuse of property and others related. Although, there are small number of discriminations toward to the women, but the situation still consider small matter if compared with Nigeria and other Middle East countries. Curiosity Killed a Friendship Essay -- Personal Narrative Essays

How many people wonder about holes in the ceiling and cracks on the floor? When did they happen? What caused them? Or what about when you see a cigarette in someone’s hand and ask yourself how do they feel about smoking even though they know it’s dangerous. And even if people do think about these things, why? For what purpose? I guess I do it out of boredom. But is boredom really an excuse? I mean, really, how bored can a person get? I don't believe it is boredom after all, probably curiosity, which can build to all sorts of lengths, and I believe it most certainly starts there. How else can you explain why I want to know what happened to a certain somebody when a certain somebody else, punches them in the eye? I am almost positive it isn’t boredom, but curiosity and that is where and how I try to make sense of this story. It begins on a nice hot October morning, with birds singing and flowers in full bloom, ok, not really. I live in Washington for crying out loud. But how awesome would it be if it worked out that way. It really would put something beautiful into this mesh of words. Actually it really didn't have a starting place, but starting people. A group of friends. All the people in this group and all the people that surrounded this group were a part of my life and some still are. I don't really understand why, but at first I really did enjoy hanging out with these people. I guess maybe because they were 'cool', but I mean we never really did anything cool. So basically we sat around pretending to be cool, because we were considered cool. Or maybe it was just the others that were considered cool. I really don't know, but pretending to be cool was just not all that cool to me. I don't understand how people can hang out w... ...re. Sadly, the infection, the disease had taken over me too. I had officially become part of the crew, in fact that one conversation, everything I hated about myself and anything else bestowed upon me had been poured out, through words on my phone. The girl I told this to was very upset and lost a friend. I went from the loved to the hated in a matter of a fifteen-minute conversation. And quite frankly I was so upset that I really didn't care to speak to any of them again. I decided not to do anything mean (wow, I really had become a bad person if I had to decide not to be mean). So maybe my story was pointless and you don't understand why I think curiosity is the cause of all things and why it kills all, but it killed my friendships, it killed my personality, it killed my life. But then she changed, a little, and we became friends again. Or at least I hope... ï Å'

Leading & Managing People †Expatriate Essay

Multinational firms throughout the world are increasingly concerned about hiring, developing and retaining managers with international experience and global perspectives† quoted by Briscoe and Schuler in 2004. This report will be focusing on variety of issues relating to Human Resource implications which faced by the expatriate working in MNC located in Malaysia as well as Malaysian working in overseas. The extraction will be from the most recent newspaper, journal and articles relating to the following topics in human resource management. 1) Expatriate Failure and the Selection policy 2) Training and development for cross-cultural 3) Performance appraisal for expatriate The expatriation was subjugated by professionals sent by their employers to foreign subsidiaries or headquarters. 3. 0 KEY ISSUES AND ANALYSIS 3. 1 Expatriate Failure and the Selection policy Expatriate facade many new challenges both in the workplace and the community. For instance, culture shock differences in work-related norms, isolation, homesick, housing, schooling, language, customs, cost of living and coping with his/her spouse’s problems of adapting to new environment. According to Stone(2008), research indicates that a manager’s inability to adapt or their partner’s inability to adapt is the major cause of expatriate failure. Harvey(1983) cited the consequence include premature return from a foreign posting and high resignation rates, with expatriates leaving their company at about twice the rate of domestic managements. Tung (1987) expounded the three main reasons contributing to the failure of expatriates in US MNC is as follows:- * the inability of the manager’s spouse to adjust to a different physical or cultural environment; * the manager’s inability to adapt to a different physical or cultural environment; * other family-related problems. One study by International Orientation Resources, an HRM consulting firm, found that 60 percent of expatriate failures occur due to these three reasons too(Solomon,1994). Besides the above mentioned reasons, include inappropriate selection practices, inadequate preparation and training as well as the stresses associated with expatriation which identified by New Zealand research (Enderwick and Hodgson, 1993). Another critical reason is the cross-cultural communications can be a struggle for the international manager. Gestures, facial expressions, behaviour and words can have different meanings and connotations. China, Korea and Japanese have high-context cultures where considerable importance is given to non-verbal and situational cues. In contrast, Australia, Canada, the US and Britain have low-context cultures where what is said is what it meant(Stone,2008). In contrast, some Malaysians who work aboard feel that the grass is greener on the other side. In Appendix A, this article highlighted the reasons why some Malaysian prefer to remain overseas. Due to higher paid, to widen their horizons, the prestige of working in a foreign company and the quality of life is unbeatable. The expatriate is unable to adapt in the foreign environment due to lack of cultural skills. According to HRM consulting firm, this is because the expatriate selection process at many organisations is essentially flawed (Solomon, 2000). Expatriates failed because these three focal reasons which mentioned by Tung that have not been part of the selection process. The underlying message was that the family is the basic unit of expatriation, not the individual. The MNC needs to look into this matter seriously in order to reduce expatriate failure. 3. 2 Training and development for cross-cultural Many companies including MNC have been ignored on providing training for employees whether local or global organisations. MNC recruits expatriate based on technical competence and past job performance as the key selection criteria and assumed the expatriate is able to adapt in the country where he was posted. MNC should not take them for granted. They should be pre-prepared by providing orientation, training on the cultural, language and living skill in the host country. Shown in Appendix D, expatriate reports interviewed an expatriate working in Nanchang, China on how significant was the culture shock he experienced when he moved abroad? He replied that quite significant and hard to adapt to the Chinese food and people spitting on the streets. Certainly, at the initial stage every expatriate will face cultural shock difference which may lead to miscommunication, misunderstanding and misinterpretation. Then directly he will be unproductive, inefficiency and faces expatriate failure. The MNC has to recruit a new manager to replace him which will be time consuming and have to repeat the process of selection and hiring. The MNC requires the expatriate to train the local employees in the host-country by transferring his knowledge and skills to them so that they are able to be independent and step into the positions/responsibilities within the shortest possible time. The article in Appendix B highlighted Malaysia government will review the education system to produce talent needed for an advanced nation and also perks to lure home highly skilled Malaysians (brain drain) and retain global talent to develop a quality workforce. Even our government recognise the essential of education/training to develop our highly skilled employees that are not only vital to the companies but also making the nation into globally competitive and transforming it as the high-income economy for instance Singapore, HK and Shanghai. 3. Performance appraisal for expatriate Stone (2008) cited that performance appraisal is a matter of serious concern for many expatriates. This is because performance appraisal is often handled badly. Companies fail to take into account the added complexities that come with international appraisals. Key issues involving performance expectations, performance measures and who will be responsible for the conduct of the appraisals are left vague or undecided. Worse, some head office managers ignore the international appraisal and do not incorporate it into the career development process. The end result is that expatriates perceive the appraisal process as unfair and as a source of never-ending frustration. Groeschi (2003) quotes that a number of comparative international and cross-cultural management research projects have concluded that HRM is influenced by culture. He also highlighted the same HRM policy is likely to be attributed quite different meanings by different cultural groups for instance performance appraisal. An organisation’s performance appraisal systems are an important element of its control systems, which is a central component of organisation architecture (see Figure 1 as below). In many international companies, the thorny issue is how best to evaluate the performance of expatriate managers (Hill, 2009). During the appraisal evaluation for the expatriate, there are two groups who evaluate the performance of expatriate managers. They are host-nation manager and home-office managers whom are subject to bias. The host-nation managers may be biased by their own cultural frame of reference and expectations. On the other hand, home-country mangers’ appraisals may be biased by distance and by their own lack of experience working abroad. Home-office managers often not aware of what is going on in a foreign operation and they tend to rely on hard data in evaluating an expatriate’s performance, such as the productivity, revenues, profitability or market share which reflect factors outside the expatriate’s control. Due to such biases, many expatriate managers believe that headquarters management evaluates them unfairly and does not fully appreciate the value of their skills and experience. It also one of the reasons many of them believe a foreign posting does not benefit their careers (Hill, 2009). 4. 0 RECOMMENDATION 4. 1 Expatriate Failure and the Selection policy Managing a MNC provides a diversity of challenges which the crucial one will be how the parent-company will recruit potential expatriate to manage their off-shore operations affiliates/subsidiaries. Selection of the expatriate must be right at the first time although time and resources consuming in reviewing and evaluating all the potential candidates follow by filtering them. The expatriate should not be selected based on technical competence and past job performance as the key selection criteria. Expatriate failure in many cases is the result of a lack of personal adjustment rather than a lack of technical skills. Harvey (1997) cited furthermore, research shows that in many companies expatriate selection is often haphazard and irrational. Organisations need to understand that in choosing expatriates, they should take into account differences in the business, social and cultural environment in the specific country and the impact on the potential expatriate, spouse and dependants (Stone, 2008). Stone’s (1991) study found that both local managers and expatriate managers perceive the essential selection criteria as the expatriate’s ability to adapt and the adaptability of the partner and family. 4. Training and management development for cross-cultural According to Hill (2009), superior performance requires not only strategy must also be supported by the right organisation architecture. Strategy is implemented through organisation. In Figure 1, people are the linchpin of a firm’s organisation architecture. For a firm to outperform its rivals in the global marketplace, it must have the right people in the right postings. Those people must be trained appropriately so they have the skill sets required to perform their jobs effectively and so they behave in a manner that is congruent with the desired culture of the firm. The following trainings are recommended for MNCs’ expatriates:- * Cross-Culture Training prior to departure The purpose of this training allows individuals to more rapidly adjust to the new culture before departing to host-country, and therefore, to be more effective in their new roles (Black and Mendenhall, 1990). It has been widely recognised for more than 20 years that the partners and children of expatriates play an important role in contributing to the success of expatriate assignments (Fukuda and Chu, 1994; Rahim, 1983) Cultural, Language and Practical(Living Skill) trainings * These trainings are helping to control and reduce expatriate failures. There is no question that comprehensive cultural training can have many benefits for MNCs. For starters, it can help orient and develop expatriates to better communicate, understand, and work effectively with people from different cultural, religious, and ethnic backgrounds. Comprehending and valuing cultural differences can al so help expatriates in the effective management of multi-cultural teams. Understanding global markets, customers, suppliers, and competitors is another indirect benefit. Pragmatically, cultural training can have a positive impact on combating very expensive expatriate failure (Luthans, 2002). The expatriate community group can be a great source of support and information sharing in helping the expatriate’s family adapt to a foreign culture. 4. 3 Performance appraisal for expatriate To overcome the expatriate’s frustration and problems, the HR manager needs to ensure that the following key issues are clarified before the expatriate begins an overseas assignment:- * What are the organisation’s performance expectations? * What criteria and standards will be used to measure performance? * Who will conduct the evaluation – a local manager, a head office manager or both? * What will be the frequency of the appraisals? What consideration will be given to local environmental influence? (for example, volatility of foreign exchange rate fluctuations, availability of skilled labour, political instability, corruption and so on) * Is the appraisal positively incorporated into the career development process? * Are head office managers cognisant of the local business environment? * Are there any cultural influences that may distort the measurement of the expatriate’s performance?
